The COP31 Action Agenda, announced by the COP31 Presidency at the Bonn Climate Change Conference, reveals that the focus in the global climate agenda has shifted from commitments to implementation. Aiming to accelerate climate action, the Action Agenda sets 10 Priority Areas and 6 Global Implementation Targets, urging countries, the business community, and the financial sector to deliver concrete and measurable results.

COP31 Global Implementation Targets

•    Increasing the global electrification rate to 35% by 2035
•    Halving the growth rate of waste generation and accelerating methane reduction by 2035
•    Reducing energy intensity in buildings by at least 25% by 2035
•    Increasing the circular material use rate in production and manufacturing sectors to at least 15% by 2035
•    Mainstreaming climate awareness and climate-resilient practices across all segments of society
•    Supporting the implementation of Nationally Determined Contributions (NDCs) and bankable project pipelines through the Climate Implementation Bridge mechanism

This framework put forward by COP31 reflects an increasingly prominent reality in global climate governance: The core challenge is no longer about announcing new commitments, but rather accelerating the implementation of existing ones.

CDP Türkiyey's 2025 Climate and Nature Report also shows that environmental disclosure in Türkiye has reached a significant level of maturity. While 82% of companies disclosing through CDP are positioned at the Management or Leadership level in the field of climate change, 70% of companies report a transition plan aligned with 1.5°C. This outlook indicates that environmental data is increasingly integrated into strategic decision-making processes within companies

However, the report reveals that the implementation gap persists, particularly in nature-based areas. The share of companies utilizing biodiversity indicators remains at 32%, while the proportion of companies with plastic targets stands at 34%.

The COP31 assessment in CDP Türkiye's 2025 Climate and Nature Report highlights a strong alignment between CDP's disclosure framework and the COP31 Action Agenda. COP31's priority areas—such as clean energy transition, green industrialization, food security, water security, nature, circular economy, and climate implementation mechanisms—substantially overlap with CDP's climate change, water security, forests, and biodiversity disclosures.

According to the report, as the global climate agenda increasingly evolves from disclosure toward implementation, the importance of tools that can assess companies' readiness and implementation capacity is growing. Parallel to COP31's implementation-focused vision, CDP's "Turning Transparency into Action" approach offers a framework that contributes to the systematic monitoring of companies' governance structures, risk management processes, transition plans, capital allocations, and environmental performances.

The report also notes that Turkey, with its high number of A List companies, holds a strong position not only in disclosure performance but also in terms of institutional capacity for implementing climate action. Nevertheless, it emphasizes that the maturity level in nature-based areas, such as biodiversity, forests, and circularity, lags behind climate and water fields, and that implementation needs to be accelerated.

At a time when COP31 is shifting its focus from commitments to implementation, CDP provides an essential reference framework that helps companies manage their environmental performance, measure their progress, and transform their commitments into concrete outcomes. In this regard, CDP stands out as one of the key tools supporting the assessment of companies' implementation readiness and capacity in line with COP31 priorities.
